- this will hopefully avoid triggering npm@6 bugs dealing with development links or `"path/to/foo"` dependencies - don't even use a development link or global installation, so we don't have to change the developer's system state when they run `cargo test` - just have anything that needs the `neon` cli call `node ../../cli/bin/cli.js` directly (this idea was largely from @nomadtechie!)
