covered is plausibly an attributive VP (CGEL p. 78), unclear that it has a participial adjective form (CGEL p. 79); diagnostic (b) in below excerpt appears to cut both ways:
The person seemed *(to be) covered (by the insurance).
The person remained covered (by the insurance) through 2024.
