This is the first PR related to process changes we are bringing, with this PR we are separating completely the monitoring of file descriptor from process creation.
We will have more two PRs on this repository before to bring the final PR on
netdata/netdatathat will show charts for users. The main goal with these PRs is to improve process monitoring.
