Adds hash_data function

This is an attempt to eventually fulfill nautobot/nautobot-app-golden-config#494

@joewesch Can you do the following to update the docs? We (well maybe I) need a test to check that if new python files are added they are in the docs as well. Thanks Joe.

1. Add some verbiage to docs/user/lib_use_case.md about the new hash file/function.
2. A hash.md file in docs/dev/code_reference/.
3. Add a reference to that file after line 135 in mkdocs.yml.
