Light feedback to user: 'Skeleton data dictionary has been loaded'

Now when a user uploads their data table to the app, a 'skeleton' data dictionary is loaded behind the scenes and consequently the reactive text area near the data dictionary upload section of the front page reflects that new data dictionary.

We should probably provided some light feedback or text in the data dictionary explaining what just has occurred/will occur when they upload a data table.

Something like the light gray, italicized instructional text on the categorization page (above) would suffice and fit in with our UI's precedent.
