Now that webpack-command is no longer recommended (webpack/webpack#7966), we should add webpack-cli to peerDependencies to reduce the chance people forget to install it (plus ensure they are using an up to date version).

Add webpack-cli to peerDependencies (#1088)

Since `webpack-command` is no longer actively maintained, so users
should just be using `webpack-cli`.

Fixes #1086.
