GHA Update Unit Test Action for Testing Unit tests with different java-version

  1. Run Unit Tests on java version 8, 11, and 17
  2. Mechanism to rerun UTs upto 4 attempts on failure
  3. Skip modules which do not have backward compatibility with specific java versions
