Hyperlink from update notification refers to "Basic settings" tab

Steps to reproduce

1. Open notification panel
2. Click on "Update to Nextcloud 14.0.0 Beta 4 is available" notification

Expected behaviour

"Overview" tab with update actions

Actual behaviour

"Basic settings" tab without update actions (https:///settings/admin#updater)
