Show active locale or language when either are forced rather than misleading `No locale set`

I've found that in case the local and/or language are forcedly selected the user profile shows not selected option, but not defined option.
So, in config.php

force_local = > uk_UA
force_language => UK

Observe that the language and locale in profile are defined as The language is not defined

Instead of it should be defined as Ukrainian.

Seems this would require also php change as currently there is no data returned if force config values are used for both.

I my opinion it would require UX input, what is the required copy for such case? User should know this setting was done by the admin and is not available to edit. Something along like
Language: set by admin to English
Locale: set by admin to English (United Kingdom)

What is the etiquette for fixes? Should I wait for UX input?

I have a fix for the PHP/JS that I could make a PR with, that I can push up today
