[Bug]: App Order can not be changed reliable

Bug description

Whenever I try to change the app order in the navigation bar settings they get moved back to the original position after reload.

Steps to reproduce

1. I changed my app order many months/years ago. The current oder looks like this:

2. When I want to change it, e.g. swap the two first apps in the menu, the request returns 200:
3. But if I reload nothing changed.
4. I can use "reset default app order", this works. After reload I have again the default order.

5. Now the really strange thing start to happen
6. I now want to change the app order based in the default order
7. I swap again the first and the second app, the request returns again 200
8. Sometimes it works sometimes not but latest if I continue to do additional changes, e.g. move the calendar from the back to the front within multiple steps or move more than one app and than reload strange things start to happens. Sometimes changes are simply not applied, sometimes other elements moved in parallel... for me it is completely unpredictable. If you just play a bit around you should be able to reproduce it hopefully.

Expected behavior

consistent and verifiable behavior if I move apps around.

Tested on c.nc.com (32.0.0 RC3)

I've got the same issue. Don't know which technology is in backgroud, but it would be great to have the possibility to drag'n'drop the list and a save-button to submit the changes and got a realtime-feedback.

My observation was that the list of icons is displayed in different orders depending on which app is currently active.

For me, it is mostly Talk. It is always moved to the first position. All other apps I could reorder without issue.

Same here. I cannot get Talk to move away from the first position.

It seems to be caused by some code in the Talk app directly: nextcloud/spreed#16678
If that needs to be fixed on that side or this side, I don't know.

I just upgraded to NC 32.0.3 and changing the app order changes nothing for me too :(

Same here - NC 32.0.4 - Talk is always first and changing the order does not change anything.
