[Bug]: New button in file picker modal still displayed for user with zero quota #57440

Bug description

When a user has no quota left, the "+ New" button is hidden in Nextcloud files as it should. It is, however, not hidden inside the file picker dialogue (used e.g. in Photos, Collectives and other apps). So the user can click on the button, try to create a new folder and gets an error.

Steps to reproduce

  1. Set the quota of a user to a smaller amount than they are using or to 0 B, so the user has no remaining free quota
  2. Log in as said user and open a file picker dialogue.
  3. Click "+ New", type a name and click the ->
  4. See the error "New folder couldn't be created"

Expected behavior

Consistently, all the "+ New" buttons for files should be hidden, when a user has no quota left.
