Geographic resolutions not using provided titles

Geographic resolutions should use the titles provided in the colorings table, where applicable.

E.g. the following auspice-config.json should show "Region", "Country", "Province", "Health Zone" in the geo-resolutions dropdown, not the keys as is currently the case:
