./utils/create_release_notes.py "v3.4" "NXDL 2018.5" missed all the comments & tags, put PRs under issues, looks for credentials locally

This whole procedure is useful but still developmental. Could be generalized and become useful to lots of GH projects.

Previous commit was v3.3, should have used this command:

./utils/create_release_notes.py v3.3 "NXDL 2018.5"
