This is on hold until there is a use case for it. The hooks are in place, but each of the vector types will need to calculate and load metadata, which can be a bit of a challenge...

Implemented vector metadata in pymrgeo

Addresses ngageoint#471.

The scala side still needs implementing, but the python side is good to
go
