Added -notify-container and -notify-signal to expand on the -notify-sighup.
Passing -1 to notify-signal is a special exception and calls docker restart on the container.
note: I couldn't figure out how to get this to build on my windows dev machine. So it's possible there are some issues., hopefully travis will tell me if there are.
