Integrate operator certification into release process #3913
Description
Automatically generate and submit operator bundles during NGF releases
So that new NGF versions are available in OperatorHub without manual effort
Acceptance Criteria:
- NGF release workflow trigger operator bundle generation
- Operator version aligns with NGF release version
- Container and operator certification submissions are automated
- Release process waits for certification approval before completion
- Failed certifications trigger appropriate notifications
