What does this Pull Request accomplish?

  • Update latest_runtime_version_tested_against to reflect the latest deployment of nimibot.
    • Drivers and grpc_device_server were generally updated to the latest released versions. Exceptions:
      • NI-SCOPE updated to version of latest Linux release for consistent versioning across platforms
      • NI Switch Executive not updated, due to system tests failing
        • This is due to internal bug 2717750 where NISE is no longer properly creating the Virtual Device at installation
        • I attempted to work around the issue, but while I was able to create the Virtual Device, locally, nimibot continued to fail tests
  • Re-enable 2 nidcpower system tests that support running on a simulated device in more recent versions of NI-DCPower
