ONLY skips up-to-date tools
ONLY and REINSTALL forces reinstall of all specified tools

Install tool if:

ONLY=false, MATCH=false
ONLY=false, REINSTALL=true
ONLY=true, REQUESTED=true, MATCH=false
ONLY=true, REQUESTED=true, REINSTALL=true
