Files in temporary areas should be prefixed with the username

While the installation is fundamentally monolithic, there are files that it places outside of the users' home directory, in `/var/tmp/site` for instance.  In such cases, it should instead place them into a subdirectory under there to avoid a multi-user environment conflict.
