Latest version of boto3 (1.8) causes moto test cases to make actual WS calls to botocore instead of mocking them. The workaround is to use the deprecated decorator. This commit adds mock_ssm_deprecated o the ssm module. See: getmoto#1793
This adds mock_ssm_deprecated.
