Adds a section on "Contributing and Support" to README file.

This new section includes:

  • A brief description about making contributions
  • A link to full contributing guidelines associated with the nimble package
  • How to lodge feature requests and bugs (using GH issues)
  • Links to the nimble user manual, and the nimble-users Google group, for additional support.
