- Fix typos in CHARTER.md, PROJECT-CHARTER.md, README.md
- Fix the last row of the table in MAINTAINERS.md
- Add new rule on the number of members in the Steering committee (>=3 and odd)
- The number of members in the Steering Committee must be greather than 3 and odd
