Adding commercial restrictions warning

Many features (e.g., using FSL tools, or particular templates) come with licence restrictions that prohibit commercial uses, but it's currently unclear which resources in the fmriprep pipeline impose this restriction.

Adding a boilerplate statement which includes whether the results can be used in commercial applications would make this clearer, and it could include the resources which have commercial restrictions.

It won't make fmriprep easier to use per se, but it would make it easier to know of potential breaches, particularly if there are alternatives that can be used (e.g., a different reference space).

This would also require a commercial restrictions key in the template_description.json in templateflow.
