Factor reference workflows into workflows.bold.reference Add HMC output workflow
With the merge of this PR, we will merge `next` into `master` and begin the process of releasing 23.2.0a1. Starting by running without fasttrack to pin down expected results.
I realize this is a post-"final" PR, but we were not writing out anatomical results in template spaces. This resolves that and moves some duplicated anatomical code out of the BOLD workflow.
Strips away error handling logic, which has been ported to `migas.track_exit`.

This PR focuses on non-fasttrack reports. If issues are found in the fasttrack versions, we can deal with them after the alpha.

This is an omnibus PR merging the
nextbranch that we've been working on for the last few months.This is ready for public comment, but not merge. I will be opening PRs against the
nextbranch in preparation for release.We hope to release an alpha version on Monday, October 16. The
nipreps/fmriprep:nextDocker image is available now for testing, and I will be syncing it to this branch ~nightly.
