This is an omnibus PR merging the next branch that we've been working on for the last few months.

This is ready for public comment, but not merge. I will be opening PRs against the next branch in preparation for release.

We hope to release an alpha version on Monday, October 16. The nipreps/fmriprep:next Docker image is available now for testing, and I will be syncing it to this branch ~nightly.

This PR focuses on non-fasttrack reports. If issues are found in the
fasttrack versions, we can deal with them after the alpha.
