Start implementing the register to email alerts #56

adam wrote a basic registration server
and I think we should lead the implementation test

Any ideas on where and when exactly to we want to add the specific link to the registration server?

Where: I think we'd have a link in each gush page, maybe icon, "Get email notifications on new plans in this area" + one in the homepage for all Jerusalem.

When: Soon as the reg server is declared ready. I don't know what's the status of the code, and whether the Sadna allocated a server to run it? If there is one we can start by hooking it to the city-wide feed to see how it works: http://opentaba-server.herokuapp.com/plans.atom

there is a demo running.. It's running in the google app engine. (that's
adam preference) I'll try to setup a demo in our side
