Org-remark: error during loading highlights: (args-out-of-range # 2920 2965)

Repro:

1. Find-file to visit a file with remarks. You get the highlights loaded successfully.
2. Deactivate org-remark-mode
3. Narrow the buffer to a heading (eg in markdown-mode)
4. Reactivate org-remark-mode

I was patching the save function, but I did not consider there -- that I was not considering the problem of highlights loading when initialising org-remark-mode from the narrowed position,
