Python 3 is required for this. Get it here. Make sure to enable the option to add it to your path/environment variables.
It will automatically grab the necessary pip packages and ffmpeg for you, if necessary. It is recommended to have the scripts in their own folder for this.
Drag and drop the video file onto the window of the script to drop the filepath in easily.
Timecode format for start and end times are hh:mm:ss
