n-api: clean up binding creation

* Remove dead code for `GetterCallbackWrapper` and
  `SetterCallbackWrapper`.
* Factor out creation of new `v8::Function`s.
* Factor out creation of new `v8::FunctionTemplate`s.
* Turn `CallbackBundle` into a class, internalizing creation of new
  instances and garbage collection.
