tools: update node-lint-md-cli-rollup lockfile #26393

This includes an update for chownr from 1.0.1 to 1.1.1, which means a
fix for the issue described in
isaacs/chownr#14. While not a
user-facing issue and unlikely to be exploitable, it seems like a good idea to patch promptly anyway.

Also rebuild lint-md.js with the updated modules.

Changes to lint-md.js are a result of build process. That is not a file that gets manually edited. Might be slightly easier to review with whitespace changes hidden, although really it probably just gets rubber-stamp reviewed.
