esm: JSON modules no longer experimental #27752

The HTML spec has officially landed JSON Modules and as such I think
we can move them out of the "experimental" status. They will still
be behind the --experimental-modules flag until the entire esm
implementation moves out of experimental.

We might eventually need to circle back to see if WHATWG tests can be applied. No need right not.

Commit message micro-nit: First word after the subsystem is supposed to be an imperative verb so maybe this?:

esm: remove experimental status from JSON modules

EDIT: It looks like the imperative verb rule/guideline was removed, which I'm A-OK with. Whichever commit message is fine with me.

    `--http-server-default-timeout=milliseconds`

    be disabled by default

    specify the string's encoding, such as `'utf8'` or `'ascii'`

    properties: `number_of_native_contexts` and
