Replacing all vars into let/const in lib/internal/modules/cjs/loader.js

I actually agree with the suggestion. The smaller the variable scope the better. I just pushed a new commit to address the comments made above.

@khoumani The commit author is not the same as PR author.

Either register the email ID used in the commits with GitHub, or change author info
