[Compiler] Remove untrusted code mitigations.
These are no longer enabled, so remove the code mitigation logic from
the codebase.

After an OpenSSL source update, all the config files need to be
regenerated and committed by:
$ make -C deps/openssl/config
$ git add deps/openssl/config/archs
$ git add deps/openssl/openssl/include/crypto/bn_conf.h
$ git add deps/openssl/openssl/include/crypto/dso_conf.h
$ git add deps/openssl/openssl/include/openssl/opensslconf.h
$ git commit

This doesn't sound right. If landed "as is" without the semver-minor change, the tests should fail.

1656e1b is the same as 6be94c9, but it's absent on current
v16.x-stagingbranch and backported commit depends on it. Please let me know if I should rebase to keep only ceee7be backported.
