The recent version of amaro requires a newer verion of cargo due to the use of version 4 cargo lockfiles. Bumping the alpine version moves us to to cargo 1.78 from 1.76 Signed-off-by: Michael Dawson <mdawson@devrus.com>

@marco-ippolito sorry to bug you again, seems the latest update to swc pushed up the required version of cargo. Luckily the newer version of alpine seems to have a new enough version. |
