Summary*
This is built on top of #2224 and moves the last 2 functions from the
lib.rsinnargo_cliinto thenargocrate so both thenoir_lspandnargo_clican utilize these functions without having a circular dependency.This also means that
nargo_cliis truly only a bin crate now.Documentation
