fix: allow range checks to be performed within the comptime intepreter #6514

We currently do not allow any calls to Field.assert_max_bit_size() within a comptime context which is causing issues for the zkemail people.

Additional Context

Something that seems odd to me that I noticed while doing this is that range checks are treated as a builtin function currently which means that we have Intrinsic::ApplyRangeConstraint, BlackboxFunc::RANGE and Instruction::RangeCheck all representing the same thing. It's probably worth just replacing Intrinsic::ApplyRangeConstraint with BlackboxFunc::RANGE although that's out of scope for this PR.
