Allow macOS M1

• Allow aarch64-darwin (tested using nix build) and others allowed by eachDefaultSystem
• Update flake-utils so that eachDefaultSystem includes this architecture
• Update nixpkgs to fix haskell packages with separate bin outputs fail due to a reference cycle on aarch64-darwin NixOS/nixpkgs#140774

I had to use nix shell nixpkgs#treefmt nixpkgs#terraform nixpkgs#shellcheck nixpkgs#shfmt nixpkgs#black FWIW, but perhaps there should be a flake app for that.
