feat: Run tests on windows

• Run GitHub Actions tests on Windows
• Use Node 16

Fixes

• CSS module class name is different between OS
  • New line character different between OSes
    • Windows: \r\n
    • Linux: \n
    • Apple: \r
  • postcss-modules uses generateScopedName to generate CSS module classname, which depends on CSS content: https://github.com/madyankin/postcss-modules/blob/master/src/generateScopedName.js
  • But CSS content could be different between OS because of new lines characters: https://stackoverflow.com/a/10805198
    => Remove new line characters before calling the hash function
