While on our way to full coin-based mixnode staking, we need an intermediate step. Allowing us to set the stake level of nodes will be useful as a way of determining who is in the active set of mixnodes.

Let's add a very simple "MixNodeStake" concept to the blockchain so that we can kick out nodes that are non-performant, and bump up nodes that are working well and have good uptime.
