Network monitor view on validators

We need to build a network-monitor view into each validator node showing the output of the network monitor. This should show the validator's own network monitor view only. This can form the basis of peoples' staking decisions.

This view will be different from the "normal" dashboard view shown at https://dashboard.nymtech.net (which can continue to exist independently).

The network-monitor view will show a mixmining report having summary statistics for each node. There will be no notion of how much traffic a node is currently mixing. Traffic mixing is self-reported by the nodes rather than being generated and evaluated by the validator, so it can't be relied upon for staking purposes.
