Base and TC specs are updated to remove content/doctypes. But will need another pass over TC spec once the bookmap content is ready for review, it has a few mentions of XNAL and authorinformation that should be removed; held off on removing those because they are currently being edited by others. |

As voted March 28 2023 at the OASIS TC, we should move the xNAL domain out of DITA 2.0, and make the domain available in the specializations repository: https://github.com/oasis-open/dita-specializations/
