fix!!: Rename 'blocked by' filters to 'depends on' #2641

Description

Rename filters:

  • has blocked by -> has depends on
  • no blocked by -> no depends on

Also, renamed class BlockedByField to DependsOnField

And update tests documentation

This is a breaking change to an unreleased feature.

Motivation and Context

This completes the work started in #2639.

How has this been tested?

  • Automated tests
  • Exploratory testing

  • Breaking change (prefix: feat!! or fix!! - fix or feature that would cause existing functionality to not work as expected)
    • But to an unreleased feature
  • Documentation (prefix: docs - improvements to any documentation content for users)

  • Tests (prefix: test - additions and improvements to unit tests and the smoke tests)
