Add Portuguese translation

Right now, there are two PRs for a Portuguese translation, #440 and #460, and I was hoping we could figure out a way to collaborate on this.

I'm not familiar with how big of a difference there is between pt-PT and pt-BR. It feels like the correct thing to do here is to go with pt-br.

@felipemichelon and @diegotres, how would you prefer to work on this? Since #460 is the more comprehensive version, I'm leaning towards merging it first.

I would say the diff between PT and BR "languages" is around 50% written and 90% spoken (depending on the region the person is) haha. Anyways, I'm leaning towards starting with pt-BR for mainly 2 reasons – It's more spoken in the world since Brazilian population is way bigger than Portugal, and second, because Felipe and I are both Brazilians.

Regarding the merges, I would start with #460 too if @felipemichelon is okay with that.

It seems to me that just the plugins folder translation is missing. As my translation is focused on that folder, I think it will cover it all.
