ro: translate interface block

Here I am with the third PR of my Romanian translation effort.

In this pull request, I have included the following updates:

• provided new translations for all previously untranslated strings within the interface block
• revised existing translations within the same block to adhere to formal instead of informal speech
• ensured consistency in terminology throughout the translations, documenting particular choices in the ro.termbase.md file, similar to practices adopted by translators in other languages
• changed setting.about.name to mirror the changes made in 2dee0c9
