rtmp-services.json: Add "SOOP Global" platform

Description

“SOOP Global” was launched on May 30, 2024.

This platform is not a duplicate of the PR content of #11428, but a streaming service targeting a different region from the same company (SOOP Corp).
(It means that although they both start with SOOP, the broadcast region and the URL itself are different.)

Of course, I think it is unlikely to be added, but I will try to check it this PR.

Motivation and Context

Add support for "SOOP - Global" in rtmp services.

How Has This Been Tested?

• This test was verified by adding "Server" and "Stream Key" directly through "Custom" in the "Stream" tab.
• Also verified to work in the latest development version 31.0.0-beta2
