UI: Volume scrollEvents #1837

Disable volume slider change with mouse hover.
Allow volume slider change after mouse click.
Allow click on volumeMeter to enable scrollWheel.
Remove focus when mouse leaves widget.

I personally don't want to change the volume slider, though thank you.

Actually I'm going to re-open this -- I forgot that the mixer is a widget that can be scrolled.

This commit fixes the issue of being able to scroll through the mixer
with the mouse wheel without modifying the volume slider.  This
functionality can be temporarily restored by holding a click on the
volume meter.

The Settings also can be scrolled.
