Let's keep the invalid parsing from before for the older Coq lang and for the newer (0.11?) we use the fix. The reason is so that people don't write multiple module_flags with an older coq lang and get surprised when the exact version of dune is unable to parse it.

Even thought it is buggy, it is still possible to provide flags for a single module, so the PR as it is would be a breaking change if the dune version isn't new enough. |

Let's also modify the docs (including the changelog) so it is introduced in 0.11 and doesn't cause confusion in the future. |

Before this change, it was producing the category subheadings at the wrong level (level 2), instead of level 3.
