I guess the error with linter is related with ocaml/dune#3647 ?
If I use (lang dune 3.0), I got the appropriate line:

["dune" "subst"] {dev}

in ocplib-simplex.opam.

Other CI failures seem unrelated to the package at hand (no space left on device, and linking error in a revdeps)
