PoC for #4885
This is currently only a PoC because the code is horrible. However I couldn’t find the way in a reasonable amount of time to make it compile without cyclic module dependencies (between OpamGlobalState and OpamSysPoll).
Please feel free to push into this branch if you can think of a better way.
