Describe the bug

A "bug" was fixed in #3162, allowing the commander to buy multiple skill upgrades at once easily. However, the tooltip for the level and price does not update when the button is used to upgrade the skill

How to reproduce

Go to Petros, upgrade AI skill, hint will display but tooltip will not update.
