add-delete-merge の部分のDocumentation に
add_roiに記載されているのは追加されたcellのID（1始まりの値）
ビューワーで表記されている連番は自動的に振られているindex（0始まりの値）のため値が1ずれる仕様
Delete の場合は iscell がFalseになる
mergeの場合はmerge 前のiscell がFalseになり、最後に新しいIDが加わる
